Epic Fail: California electronic government.
California Department of Motor Vehicles has an e-mail address for questions about vehicle registration. Today, I e-mailed them a question and got the following answer:

A very high percentage of students who live in low income areas are African Americans. This is due to the history of this country's segregation. African Americans were not allowed to learn to read or have anything to do with books.
